Pre-publication pending final rule of the DOS notice (attached) announcing the issuance of L visas with validity periods based on the visa reciprocity schedule. The current rule limits L visas to the petition validity period, as determined by the Department of Homeland Security.

The notice does not indicate the exact date when the final rule will be published in the Federal Register.
