Many US citizens of Indian origin return back to India to do volunteer work for NGOs and non profit organizations. Under current Indian immigration laws although these individuals are volunteering their time the most appropriate visa is a work visa. This visa requires that the holder be paid the equivalent of 25000 US dollars annually. This has proven difficult for non profits with limited budget. However an Indian consular officer may at their discretion waive the payment requirement based on the organization's budget.
