SEVP Reissued Guidance for Virtual Learning Applies to Certain Nonimmigrant Students Only

The Student and Exchange Visitor Program (SEVP) reissued guidance allowing for distance learning and other actions to combat COVID-19-related public health concerns for the 2022-23 academic year.

This guidance applies only to nonimmigrant students who:

  • Were enrolled in a United States school on March 9, 2020.
  • Constantly complied with all the conditions of their nonimmigrant status.

Students who enrolled in a United States school after March 9, 2020 should refer to SEVP regulations for online learning.


SEVP initially issued remote learning guidance in March 2020 and extended it on April 18, 2022. As the pandemic is still ongoing, the guidance has been extended. The rule allows F and M students to take classes entirely online and apply them towards their study program.
