On May 29, 2025, U.S. Secretary of State Marco Rubio formally notified the U.S. Congress of an updated organizational chart of the State Department. Secretary Rubio’s proposition is an effort to reduce the State Department's size and consolidate offices as the plan - including a 15% staff reduction and an 18% elimination of the State Department's bureaus and offices. The reorganization of the State Department has introduced significant changes to immigration policy. The document clarifies that the reorganization is also intended to reorient the refugee bureau toward returning migrants to their countries of origin.
The reorganization has dismantled the United States Agency for International Aid (USAID) and moved some of its work to the State Department under a restructured Bureau of Population, Refugees and Migration (PRM). Secretary Rubio has proposed transforming the PRM into an "Office of Remigration”. This office would focus on deportation efforts and supporting voluntary return programs, moving away from the PRM's traditional role in refugee assistance.
These measures are part of a wider effort by the Trump administration to reevaluate the U.S. Refugee Admissions Program (USRAP) and enhance visa screening processes, particularly for applicants from regions deemed potential security risks. The Trump administration has also ordered U.S. embassies to stop scheduling appointments for student visas in connection with plans to expand social media vetting of applicants.
